Councilman Robert Holden, representing district 30 in the New York City Council, is one of the opponents of closing Rikers Island, and creating local jail system instead.
In conversation with Radio RAMPA, Councilman says he cannot imagine a new prison being build in Kew Gardens. He thinks that Rikers Island has potential for makeover, and its future depends on good administration, it is currently lacking.
